GCIT Board
Gold Coast Institute of TAFE became an independent statutory authority in Queensland's TAFE network on 1 July 2008.
The statutory authority model offers a framework for Gold Coast Institute of TAFE to be more flexible, cost-effective and autonomous. These corporate governance arrangements increase the capacity of the Institute to develop industry partnerships and grow the commercial component of the business in a competitive vocational education and training market.
As a statutory TAFE institute, Gold Coast Institute of TAFE will be able to compete more freely in the national market to address identified skill shortages. At the same time, students will continue to receive the highest standard of vocational education and training by dedicated teachers and staff.
Members of the Board were selected to provide the leadership and drive to govern the Institute consistent with key recommendations of the Queensland Skills Plan.

Until his retirement from the role of Chief Executive Officer, Gold Coast City Council, in July 2003 Paul Stevens was a career local government officer, commencing in the industry in 1966. Originally qualified in accounting in the late 1960s, his interests quickly turned to management issues on a much broader scale and he held many senior positions in local government during his 36 year career in the public sector in both Queensland and New South Wales. After retiring from Local Government in 2003, Paul began working part time as General Manager of a friend's Civil Construction, Property and Crane Hire group of Companies.
Though technically retired Paul still has strong local networks and participates significantly in Gold Coast City community life through his involvement in numerous Boards, Committees, Institutes and Trusts. He has extensive knowledge and experience across a very broad range of commercial subject areas and has particular strengths in areas related to probity and governance issues, financial management and control, human resources, contract and project management.

Mr Phil Gray
Phil is a former Member of Parliament, teacher, Administrator, Principal Policy Advisor and Project Manager for Education Queensland. Phil brings to the board in-depth knowledge and experience of educational matters, public policy, union perspectives and human resource management.
Through his association with different resident associations Phil also offers perspectives on community engagement.
Phil is a graduate of the University of Queensland with majors in Education, Economics, Counselling and Government and has a Master's Degree in Public Policy from the University of New England.
Phil worked with Education Queensland in a variety of roles from teacher, head of department (economics), counsellor, principal policy officer to project manager and advisor for 38 years.
As well as his role on the Gold Coast Institute of TAFE council, Phil has spent the past 23 years working for the community holding the roles of President and now Patron of the Helensvale Residents Association, Studio Village Community Centre, Helensvale Community Centre, Member of the Nerang Community Association, the Pacific Pines Residents Group and the former Chair of Jobwatch, the Federal Government former job and training committee for Gold Coast City.
Mr Richard Munro

Richard Munro has built a successful Public Accounting Practice in Gold Coast City employing 22 accountants, bookkeepers, finance, IT and administrative staff. He has been involved in a variety of professional and community organisations including Chairman of CPA Australia's Gold Coast Branch, Committee member Gold Coast Arts Centre, Treasurer of IT Gold Coast, Treasurer of the Australian Touch Football Association. His sees his strengths as being a strong strategic thinker and team builder.
Richard's areas of expertise are accounting, financial planning, management, taxation, superannuation and business growth. His academic qualifications are Bachelor of Business, CPA program of CPA Australia, PS 146 Authorised Representative - Financial Planning. Richard is a member of CPA Australia, National Tax Agents and Accountants Association, IT Gold Coast and a Fellow of the Tax Institute of Australia.
Dr Garry Luxmoore

Dr Garry Luxmoore is the Principal of Business Decisions International Pty Ltd, management development and training specialists.
Garry has a Doctor of Business Administration, a Master of Laws, Master of Business Administration and a Diploma of Teaching.
Garry is a member of the Institute of Management Consultants, the Institute of Company Directors, the Australian Institute of Training and Development, a Fellow of the International Management Centers Association (UK) and he is the Australian head of the World Institute for Action Learning (WIAL).
Garry's expertise is in developing organisations through people principally through the action learning processes. His consultancy focuses mostly on business strategy, marketing and market research.
Mr Richard Flanagan

As an Electrical Contractor Richard Flanagan's participation on council provides representation and insights from the engineering industry and technical trades area. Richard formed the electrical engineering and contracting company Richard Flanagan and Company Pty Ltd of which he was Managing Director in August 1987. In September 2006 the company moved to become a Division of Pacific Services Group Pty Ltd. Richard is committed to training and currently employs 34 Electrical Apprentices. Richard also taught The Electrical Contracting course part time for seventeen years at GCIT.
Richard is married to Narelle and they have three children, Tristan, 19, Julian, 16 and Connor, 14.
Richard is well known in the Gold Coast City community and has many associations with the local training and education and electrical industries and the local community. These include being a Member of the Management Committee, Electro Group Training, the Past Chairperson, Regional Vocational Education and Training Roundtable and the role of Advisor, Electrical Industry Training Advisory Board. His industry affiliations include Senior Vice President Electrical Contractors' Association of Queensland, Director, Contracting Industry Redundancy Trust QLD (C.I.R.T.), Member Management Committee, Electro Group Training, Director, JETCO (Joint Electrical Training Council), President Elect of the Surfers Paradise Central Rotary Club, Member of the Sovereign Order of St John of Jerusalem, Life Member Surfers Paradise Beefsteak and Burgundy Club.
Ms Karyn Joyner
Research Grant Development

Karyn is an experienced senior manager with more than 18 years experience in Laboratory Research, Pharmaceutical Sales & Marketing, FMCG Scientific (R&D) Management, International Business and International Regulatory disciplines, Entrepreneurial Investment and University Research Business Development. She has also had experience in activities, such as structuring new enterprises, IP identification and management, Venture Capital Fundraising, Corporate Board structure and responsibilities and HR issues as they may relate to commercialising scientific research outcomes. This resulted in her becoming a co-founder and Operations Manager for a Queensland-based biotechnology company.
Karyn is currently working with the Research Grants and Tenders Team at UTS working closely with the Contract Execution and Innovation & Commercialisation Teams within the Research & Innovation Office. In this role she is responsible for assisting researchers in developing collaborative research projects and managing the grant application process within the university.
Karyn is a Past Director on the Board of Founders Forum Limited, a not-for-profit organisation and Past President of Gold Coast Health and Medical Industry Association, a community based not-for-profit organisation. She is also Past President of the Rotary Clubs of Darling Harbour (NSW) and Parkwood (Qld).
As a result of her recent return to Sydney, Karyn is enjoying a wonderful work life balance with family and friends.
Ms Kellie Trigger

Office of the Regional Executive Director, Gold Coast Region
Kellie Trigger has worked for a number of years for the Queensland Government and is currently employed by the Queensland Department of Communities as Regional Planner, Gold Coast Region. This role includes provision of strategic advice and partnership in relation to external policy, planning and development matters. Kellie was part of a four person working group for the Gold Coast City Council's Northern Growth Corridor Social Infrastructure Plan which was recently recognised as the Overall Winner for Queensland by the Planning Institute of Australia Queensland Division.
Kellie has facilitated a number of community engagement events (including Ministerial Regional Community Forums) and implemented key aspects of whole-of-government priorities (including the procurement of five new homelessness services under the Responding to Homelessness initiative) by maintaining effective and cooperative working relationships with local and regional community organisations, local authorities and government agencies.
Kellie Trigger has a Bachelor of Arts (Modern Asian studies) and a Bachelor of Law and has practiced as a solicitor in the areas of property, commercial and administrative law and has conducted a variety of matters before courts and tribunals, Magistrates Court, District Court, the Veteran's Review Board, Administrative Appeals Tribunal and Federal Court.

As Managing Director of Fresco Consulting, Adrienne Ward has extensive consulting experience with both corporate and government clients. Fresco Consulting, launched in 2003, specialises in government relations and policy, market and export planning, change and issues management and communications.
Adrienne has held significant roles in large corporations including, Accenture and Westpac Banking Corporation.
Amongst her many achievements Adrienne was awarded the Centenary Medal in 2003 for distinguished service and achievement in business and commerce and is a former State Telstra Business Woman of the Year Award winner.
Adrienne is active on several boards including The Premier of Queensland's Business Round Table and Queensland Events Corporation (QEC) and is also an executive member of the Queensland Thai Business Partnership, Chairman of Artworkers Alliance Inc and is previous Chairman of the Institute of Modern Art.
Ms Trina Hockley

Trina Hockley is the Managing Director of the L & M Group of Companies. L & M is the premier provider of rental appliances to the accommodation industry and has a strong commercial and air conditioning operation on the Gold Coast.
Trina recently held the position of Director of Sales and Operations for Hospital Television Rentals, responsible for the technical development and operation of entertainment systems in public and private hospitals throughout Australia. She currently consults for HTR on matters of Research and Development, Government tenders and contracts and international sourcing and importing of components.
Trina was the first female board member appointed to Retravision Queensland Ltd and during this period was involved in rewriting and adopting a new company constitution. As a member of the Finance and IT committees she assisted in the production of the parameters for Retravision's "online" presence. She headed the Youth Development and Training committee in response to the next generation leaving the industry with the full training system being adopted with retail and management certificates available to all franchisees.
Trina has wide ranging skills in Technology, Management and Board Governance implementation and monitoring. Previous experience is held in tourism and marine industries. Trina has a Bachelor of Human Movement Studies, Graduate Management Qualification and a Diploma from the Australian Institute of Company Directors and is the 2002 recipient of the Gold Coast Leadership Award.
Trina is a member of the Versace Business Women's Group, Women at Work as well as a Fellow of Australian Institute of Company Directors.
